Born in San Francisco, Fox enrolled at the San Francisco Academy of Art, and graduated, in 1987 cum laude, from Sonoma State University with a BA in Studio Art. His exhibits include the 1992 San Francisco Palace of Fine Arts Show, the 1994 Crocker Art Museum, the 1995 California Museum of Art, the 1996 Richmond Center for the Arts, the 1997 National Open Studios Press Regional Competition, the 1999 Triton Museum of Art, and Marin/Scapes since 1990.

Fox received the Gold and Silver awards in 1994 from the California Discovery Awards, and a blue ribbon in Marin County's 1995 Fair. Fox served as the 1997 juror at the Marin Art Society of Artists Open, and was also entered into 1999 Getty Museum, International Registry of Artists.
